Metro Denver Public Health Departments Rescind Stay at Home Public Health Orders; Adopt State Order

Boulder County Public Health, Jefferson County Public Health and Tri-County Health Department applaud Gov. Polis and the Colorado Department of Public Health and Environment for issuing a Stay at Home Public Health Order effective Mar. 26 to protect the health and safety of our communities. After much discussion and consideration, our three local health departments have decided to rescind our local level Orders and formally adopt the state’s Order. We believe this action will ensure social distancing requirements are consistent across the state, and that our communities are not confused by multiple Orders.

Out of an abundance of caution for our friends, family, and neighbors, we will temporarily be shutting down CRJ – B/S/T until at least, April 10, 2020, by the ‘stay-at-home’ order issued by the State of Colorado.

On April 10, the moderation team will revisit this closure by both the State and Tri-County Health Department orders to determine whether or not the closing of CRJ – B/S/T should be opened or continued through the 17th.

The Tri-County Health Department (TCHD) has issued a stay-at-home order effective March 26 at 8:00 a.m. through April 17th at 11:59 p.m.

“There is a widespread transmission of COVID-19 in the Metro Denver area, and we must take bold actions to stop the spread of this virus,” said John M. Douglas, Jr., MD, executive director of Tri-County Health Department. “With each passing day, we run a growing risk of greater transmission and illness and quickly overwhelming our hospitals, which are really a resource for our entire region and state. When this happens, not everyone may get the care they need. It’s a real possibility in Colorado — and a situation which has already occurred in countries such as Italy — and which is threatening to happen in major U.S. cities in other areas of our country. We understand the toll that measures to address the pandemic is having our communities, and we want to reassure residents that this step is temporary, and a critical one to get us closer to recovery.”

“Scientific evidence shows that we must act now, at this stage of the COVID-19 emergency, in order to save lives in the long-run. It will give us the time we need to test comprehensively slow the spread of the virus to prevent our health care system from being overwhelmed,” said Jeff Zayach, Boulder County Public Health executive director.

The Tri-County Health Department (TCHD) is expected to issue a shelter-in-place order today which was still being drafted as of Tuesday evening. According to Aurora Mayor, Mike Coffman in a tweet said the TCHD was still preparing the stay-at-home order which was said to be very similar to the one Denver Mayor Michael Hancock issued for the city of Denver.

“These orders are part of a larger front-range effort to help stop the spread of COVID-19,” said a Tri-County Health spokesperson in a prepared statement late Tuesday night.

The final order is expected to be announced early Wednesday morning which could go into effect Thursday.

At 10:00 a.m. a remote press briefing will be held. CRJ will bring you more details as more information is available.

CRJ to Sell Online Vouchers to Support Small Business During the Coronavirus Shutdown

On Monday, CRJ will make available the pilot vouchers program available to all, locally owned small-businesses in Castle Rock.

Last year, the CRJ development team created a digital voucher program that allows shoppers to buy vouchers for their favorite restaurants and shops that can be redeemable at a later time.

The online vouchers program is offered through Snacks Unlimited dba CRJ Shop Local, the first licensed independently owned arm of the parent company, CRJ, LLC.

Castle Rock Star to Light as ‘Beacon of Hope’

Lieutenant Matt Rettmer has been helping to maintain the star for the past 17 years.

The star on the rock will be lit as a “beacon of hope” to symbolize hope among the coronavirus outbreak.

The Castle Rock Town Council voted unanimously on the special motion Tuesday “as a reminder that Castle Rock is a strong and united community that will persevere.”

“When times get hard in Castle Rock, the community comes together,” said Mayor Jason Gray in a statement. “We will get through this, and my wish is that everyone who sees The Star will ask themselves what they can do in the community to help those who need support.”

The star will be lit on Monday, March 23 by the Castle Rock Fire and Rescue crews and volunteers are known as The Keepers of the Star.

There are people among us who have the personality and opportunity to express true dedication; people that can be relied on to perform a job rain, snow or shine. Retired firefighter, Tammy Denhard, is definitely a member of that lot. She has been volunteering for the past 27 years to put smiles on faces and make sure the 88 bulbs that line the Castle Rock Star stay lit for the holidays.

Now retired, Denhard first joined the Castle Rock Fire Department over 20 years ago. She had been on the job for less than a year the first time she volunteered her help. “I began doing the star in March of 1989,” she continued, “When they (her fellow firefighters) went up to work on the star, I offered to go up with them.”

Unbeknownst to her, she had just walked into one of the most important and perilous jobs around Town.

As many know, the wrought-iron structure, supported by crossbeams and joints, is a major part of the Town’s identity. And while it is a signature part of Castle Rock year-round, during cold holiday weather, it is illuminated and becomes a perilous undertaking for those who take care of it. its five peaks must be ascended by Prusiking. “We use Prusik ropes to climb it,” said Denhard.

Last week, CRJ caught up with a few CRJ – Local Business Alliance members to see how they were doing. Many reported slow-downs but none have anticipated what they’ve seen in recent days.

One local restaurant owner said their business was down 45%.

“It’s really hard. I don’t know how long we can hold out. Right now, I’m working a lot of shifts myself to combat labor cost,” said April Arellano of C&C Cafe in Castle Rock.

The Corona Virus is only temporary, but the long-lasting effect on the small business community is permanent.

The phrase ‘It takes a Village’ has been used in different settings when referring to taking a multifaceted approach to solving a problem. When applying this proverb to the increased crime in Arapahoe, Douglas, Elbert, and Lincoln counties, one can quickly devise that there is no quick fix to the issue. Since 2013, Chief Deputy District Attorney John Kellner of the 18th Judicial District has used his ‘village’ to steadily implement a complex plan of action to keep our communities safe.

Kellner is no stranger to understanding the importance of upholding the law for his country. He gained military experience in the U.S. Marine Corps, being deployed to places like Afghanistan where he worked with local prosecutors in Helmand province.  After serving on active duty for 5 years, Kellner joined the Reserves. “When I finished active duty and returned home to Colorado, I knew I wasn’t ready to retire my boots. I’m now a Lieutenant Colonel in the Reserve and judge advocate with U.S. Northern Command,” stated Kellner.

During his early years in the Marines, he pursued a degree from the University of Colorado at Boulder Law School and met his wife. “Not long after leaving active duty, I accepted a job with the District Attorney’s Office in Boulder,” he said.  “I tried a cold case there – a previously unsolved 1994 murder – that got some statewide attention.”

The case got the attention of a fellow servicemember, George Brauchler. “When George took on his position as District Attorney of the 18th Judicial District, he asked me to join the team,” he added. “I was one of George Brauchler’s Day One hires.”

Under the wing of the DA, known for prosecuting the defendant of the ‘Aurora Theater Shootings’, Kellner was thrown into working to uncover new evidence in cold cases. “My first 4 years in the office, that was my main experience and challenge” Kellner stated. “Our Unit was very successful and focused mainly to reexamine a backlog of unsolved homicide cases.” He then went on to supervise a team of prosecutors that handled roughly a third of the felony cases in Arapahoe.

More recently his expertise has allowed him to assume a bigger role.  Five months ago, Kellner took on a position that oversees a sizeable portion of the district’s prosecutions. “I now supervise a team of prosecutors that handle all of the cases in Douglas, Elbert and Lincoln counties,” he said.

Managing cases in Arapahoe, and the surrounding counties of his jurisdiction have helped him gain an understanding of what the unique driving factors of criminal activity are in each area.  For instance, some areas have significant gang problems. In those places, he knows that relationships with local law enforcement task forces are important.

“But the scenario might be different in another part of our jurisdiction,” he added. “There may be a ring of retail theft or auto theft…knowing the channels to use to find who is behind that crime is what I bring to the table.”

But batting the opioid epidemic is one thing that has remained constant throughout the jurisdiction. Kellner has made it a goal to continue to organize grand jury cases that target the manufacturers and people who have made it a business to distribute opioids and designer drugs.

“I understand how the law works and you need to go after the top of the food chain, not just the user, to have a real impact,” he said. “We also need to work to get people out of the addiction world, with the community rallying around them, with resources for counseling and treatment.”

In 2014, he was able to bring a new prosecution model into practice and see success when Kellner joined a team operating the Veteran’s Treatment Court, or VTC. Its mission was to support veterans charged with a crime who were struggling with mental health conditions, substance abuse, or brain trauma connected to their military service.

Kellner beamed, “A few dedicated people, along with the court, public defenders and treatment providers got together to tackle the problem of veterans in our justice system who suffer from PTSD or traumatic brain injury – something related to the military service that has caused them to get into a life of drugs or crime.” And with only 1 percent of VTC graduates falling back into the system, he knows the program is working.

Along with veteran well-being, school safety is high on his list. With two children in the district’s elementary schools, he wants to push for more DA involvement when threats are made. “When a juvenile does something in school that is perceived as a threat, there’s a process that happens,” he continued, “I think the DA should be heavily involved in that assessment because we see things across the school districts and we know more about what trends are happening when it comes to school safety.”

He hopes to apply his knowledge and training to continue to further improve the legal system and promote safety in our communities. In 2020, with Brauchler terming out, the 18th Judicial District will have an open seat and Kellner, a Republican, has entered the race.

“I’m extremely proud of what we’ve accomplished under DA Brauchler, and I intend to build on that if I am elected as the next District Attorney of the 18th Judicial District.  I will always prioritize keeping our neighborhoods and kids safe by seeking justice for victims and holding violent and dangerous offenders accountable while working to rehabilitate those who deserve a second chance.”
